Slow Cooked Swiss Steak

3/4 cup flour 1 1/3 cup water
1 tsp. pepper 1 cup celery chopped
1/2 tsp. salt 1/2 cup onion chopped
2 - 2 1/2 lbs. boneless round steak 1 garlic clove, minced
1 can mushroom soup 1 -3 tsp. beef bouillon

Combine flour, pepper & salt.  Cut steak into 6 servings size pieces; dredge in flour mixture.
In skillet brown steak in butter. Transfer to a slow cooker.
Combine the remaining ingredients; pour over steak.
Cover & Cook on low for 8-9 hours until meat is tender.
